Can Free Speech Be Limited to Only One Hour a Day?

According to university policies, students are barred from giving outdoor speeches and rallying on campus during class hours, except from noon to 1:00 pm each day. If they do decide to speak or rally during this time, they must do so on a tiny speech zone outside of the student union. That space makes up less than 1 percent of the 1,400 acre campus.
