Hilltoppers for Life

Summary

In 2013, Hilltoppers for Life of Western Kentucky University sought to reserve two outdoor venues for its week-long Life Week display. The University denied the use of one space, stating it was outside the newly-created free speech zones. The University also limited student groups to reserving outdoor locations for no more than three consecutive days, prevented them from reserving outdoor space more than twice per semester, and required “controversial organizations” to set up an area for counter-protests when holding an event. The University responded to an ADF demand letter, confirming it would allow the group to hold its event in the requested locations outside the “speech zone.”
